I wasn't aware IE was Skinable. I know Tweak UI has an option in it to change IE's tool bar back ground but that doesn't work on IE7. Other than that I don't ever remember seeing a skin for IE.
I changed my theme to Windows Classic and selected slate as my color and it changed the whole color of IE's UI and changed the tab bar quite bit. Thats as close to skinning IE as I have come. Here is a shot of it.

I've known for awhile that IE was skinable, but this is the first tool I've seen that will do it with such ease. It's too bad the Tweak UI tool doesn't work for IE7. I would've looked at that one first, as I have another Tweak tool that works really nice. This one looks easy enough and should do nicely though, I hope.

I want to get some skins before I dive into it. I've seen several IE-skin sites already, but they're just so full of ads and junk, I just don't want to bother with them. I'm hoping to find a good selection and user friendly site. Some places just want to give ya their spyware if you know what I mean.
