Only if you're behind NAT and DHCP. If you are in direct connection with your ISP, it returns the real IP. Almost every if not every router which has two or more ports is behind NAT and uses DHCP. Single-ported routers usually give the real IP right away.

You can also find your ip address if you go to "Shields Up!-Internet Venerability Profiling" https://www.grc.com/x/ne.dll?bh0bkyd2 , you can also run tests to see how stealthy your PC is while connected.
