Are you referring to the installation of
Microsoft Visual Basic Runtime v6.0 SP6? The Microsoft website doesn't list Vista as a supported operating system!
Note that you can unpack the setup file with any archiving software than can decompress/unpack SFX CAB archives to check the file versions.
Something I saved into a readme file with the setup file:

below that lists the version number, and date of the files that will be registered.
Only files registered into the Windows registry by the installation are listed,
there are however more files installed.
