I found this link in a email newsletter that I signed up for.(don't even remember doing it...)
Anyway its a list of a bunch of free programs/power toys/utilities from MS.

Very useful stuff here, first and foremost TweakUI. There's also Alt+Tab replacement, a thumbnail preview for the Alt Tab buttons, an image resizer.

It's kinda weard I clicked on the link you provided and IE7 returned the site as a possible Phishing web site.

hmm... I don't have IE7 on my computer right now. I did scan it with dr.web mozilla extension and it came up clean.

It probably is fine I know IE7 is just a RC 1 release may be a bug I sent the info to MS through the browser so if it's a leget site that they support it shouldn't come up with a warning like it does.
